Lists of veterinary medicinal products without marketing authorisation and medicinal substances used in food-producing animals under certain conditions

As the Finnish market for veterinary medicines is small, authorised veterinary medicines are not available in Finland in every case for the treatment of all domestic animal diseases. If an authorised medicinal product is not found by applying the cascade rules (Decree of the Ministry of Agriculture and Forestry 17/14 Annex 2 Chapter 2), the Finnish Medicines Agency Fimea may grant a special permit for a medicinal product for the treatment of an individual animal or group of animals.

Medicinal products for which a special permit has been granted are listed under List of veterinary medicinal products requiring a special permit.

In special circumstances, the Finnish Medicines Agency Fimea may also, without separate application, issue a fixed-term special authorisation for a medicinal product, on the basis of which the product may be released for consumption even if it does not have a marketing authorisation (Medicines Decree, Section 10f). These products are listed under Temporary special permits for veterinary medicinal products.

According to the cascade rules, medicines used in food-producing animals shall only contain substances listed as approved substances in the Annex to Commission regulation No. 37/2010. In addition, the medicinal product must have a marketing authorisation or other permission for release for consumption as a veterinary medicine approved for use in food-producing animals in Finland. Products without a marketing authorisation but with other permission for release for consumption are specified in the List of medicinal substances and products for human use, which may be used in food-producing animals under certain conditions.
